What is SURGE?

The Solar-Utilities Reporting, Guidance, and Education (SURGE) initiative is directed by the California Public Utilities Commission (CPUC) to develop a system to collect copies of certified payroll records from renewable electrical generation facilities and any associated battery storage projects. In addition, SURGE is responsible for providing outreach and education to contractors and other stakeholders on the certified payroll process and submission.

The SURGE Compliance Portal

The SURGE Compliance Portal is the official system for gathering and storing certified payroll records with prevailing wages from all qualified renewable energy projects. Contractors are required to submit certified payroll records on a biannual basis on July 1st and December 31st. SURGE is flexible and allows contractors to submit payroll records biannually, quarterly, or monthly.

Outreach and Education

SURGE is dedicated to providing guidance to contractors and other stakeholders to smoothly navigate and meet compliance requirements. SURGE offers educational materials, interactive workshops, informative webinars, and much more to help this effort. Additionally, strong partnerships with industry associations and utilities are vital to ensuring SURGE is successful in its outreach and education endeavor.
