What is SURGE?
The Solar-Utilities Reporting, Guidance, and Education (SURGE) initiative is directed by theย California Public Utilities Commission (CPUC)ย to develop a system to collect copies of certified payroll records from renewable electrical generation facilities and any associated battery storage projects. In addition, SURGE is responsible for providing outreach and education to contractors and other stakeholders on the certified payroll process and submission.
